tax rate calculation on order

Hello can somebody help.

I have only one tax rate in my shop of 15%, and I have a unique tax zone of Luxembourg, I map all countries of EU to my tax zone Luxembourg.
When I make a test buy, I always get a FL Tax 7.0%, what need i to do for changing that, and that my rate of 15% is taken.
