Do you know how I can display  promotions in the pages of users? For example, I want to show them if they have an active promotion
Is there any way to send users an email when a promotion is first turned on?

The cart page shows a user whether he has a discount.

Are you aware of the "Customer Communications" options in the Admin App?

This allows you to send out email to a group of customers.

In the forthcoming release (version 4.2.0.0) you will be able to select a set of customers based on a fairly sophisticated expression - a feature that is part of new marketing functionality.
