I noticed that after adding a new category under root Using the admin tool. THe category does not shop up in konacart demo website. I had to bounce Tomcat. Is there a way i could do this without a bounce i.e i.e refresh the category/product catalog using an API

Yes. The category tree is cached. The refresh interval is set in the Admin App, Configuration>>Cache. The default is set to 600 seconds (10 minutes ) .
