chinese langue problem

I use 2.2.6 now.Since i am from china ,I add Messages_zh.properties file to konakart\WEB-INF\classes,but just less part of chinese langue is valid,other is still no change.eg. header.checkout display english,but header.cart.contents display chinese.How strange!why?

Maybe I find reason.I rename Messages_zh.properties to Messages_zh_CN.properties,that's ok,but then something happened.
